This MRP explores the interconnected legal, economic, and social vulnerabilities faced by Mexican Seasonal Agricultural Workers in Canada, before and during the COVID-19 pandemic. Using a systematic literature review and two interviews with migrant organizations, this paper explores how the policies of the SAWP foster these vulnerabilities. While providing workers with access to P.R. would be helpful, using labour market segmentation theory, the discussion section of this paper explores how the reconstruction of the agricultural sector has grown in its reliance on temporary migrant labour to enhance labour productivity. As a result, these factors have created legal, economic, and social vulnerabilities for Mexican SAWP workers. KEYWORDS:
