Increasing the Construction of Multi-Family Rental Housing: Toronto, Vancouver, and New York City

Toronto has increasingly become an unaffordable rental city in recent decades. The following analysis explores recent programs implemented in Toronto, Vancouver, and New York City, aimed at increasing the construction of multi-family rental housing. Policy from the Federal, Provincial, and Municipal level of each city are investigated due to the highly connected nature of affordable housing provision in these jurisdictions. All the programs are analysed under a consistent methodology to examine which programs are the most effective. Based on the analysis, recommendations are provided for increasing the construction of affordable rental housing specifically in the Toronto context.
