[para. 1]: "Modern treaties open a new relationship between Indigenous signatories and the Crown. Financial arrangements are a central feature of this evolving relationship for their symbolic and practical importance to the relationship and because they may empower, restrict or distract from the essential process of post-agreement nation-building. Like other features of contemporary nation-to-nation, government-to-government relationships, financial arrangements remain a work in progress – shaped and overshadowed by the imbalance of power between Indigenous Peoples and nations, and the Crown."
