<p dir="ltr">On 27 February at 3:34:17 local time south central of Chile was shaken by an earthquake that happened to be one of the biggest “natural” disasters in our history, overcome only by the earthquake in 1960, Valdivia, Chile.<br>This paper was developed from a study that sought to make a diagnosis of the citizen response post earthquake disaster in urban Curepto (Region VII). We conducted a qualitative approach, consisting of interviews, focus groups, participant observation, telephone calls and e-mail sends.<br>It was possible to see that there was an emergency of community organizations that transformed to the citizens in relevant actors on the stage immediately after disaster and reconstruction, both articulating the interests of the community.<br>This new organization is analyzed through the activation of social capital, and, in the particular case of the urban Curepto the activation is the bonding type. It is also proposed that the sustainability of empowerment goes through the use of these new instances of citizen participation, discussion of the formalization of the emerging institutions, the commitment of various actors and the need to conceive a disaster inside the social codes characteristics locality.</p>
